What is the definition of 1LSB?

I have just been looking at a device that has a resolution of 0.5psi, and a quoted accuracy of +-(1% + 1LSB). Is the LSB in this case 0.1psi, or 0.5psi? Or is the specification ambiguous, and needs to be reformatted. If the latter, what is the recommended way of quoting the accuracy in this case?

And if they just quote 1%, can I assume that this means % of reading, or might it mean % of full scale? Or is this too ambiguous and needs reformatting?
